ENACTED by the Koru of the Hokorian State under the authority of the Council of Advisors Charter.
Part I- Preliminary
Section 1- Short Title
- This Statute may be cited as the Honours, Styles and Dignities Statute, 2026.
Section 2- Commencement
- This Statute shall come into force on a date appointed by the Koru of the Hokorian State.
Section 3- Interpretation
- “State” means the Hokorian State.
- “Honour” means any title, order, decoration, award or distinction conferred by the Koru.
- “Style” means any form of address or designation granted by the Koru.
- “Dignity” means a rank, status or precedence recognised by the State.
- “Recipient” means a person upon whom an honour, style or dignity is conferred.
Part II- Authority Over Honours
Section 4- Sovereign Authority
- The conferral of honours, styles and dignities is an exercise of the sovereign authority of the Koru.
- No honour, style or dignity exists except by grant of the Koru.
- No person has an entitlement to any honour, style or dignity.
Section 5- Advice and Recommendation
- The Koru may confer honours on the advice of:
- the Council of Advisors;
- the Prime Minister; or
- any other person or body as the Koru determines.
- Advice or recommendation is not binding.
Part III- Creation and Classification
Section 6- Creation of Honours
- The Koru may create, amend, suspend or abolish any honour, order, style or dignity.
- An honour may be permanent or temporary.
- The terms, insignia, precedence and eligibility of an honour shall be as determined by the Koru.
Section 7- Orders and Classes
- An honour may be divided into orders, grades or classes.
- Membership criteria may vary between classes.
Part IV- Grant and Use
Section 8- Grant of Honours
- The Koru may grant an honour to any person.
- An honour may be granted posthumously.
- An honour may be granted conditionally or unconditionally.
Section 9- Use of Styles and Titles
- A recipient may use a style or title only to the extent authorised.
- The State may regulate the official use of styles and titles.
- No legal privilege arises from the use of a style or title unless expressly provided by law.
Part V- Withdrawal and Forfeiture
Section 10- Withdrawal of Honours
- The Koru may withdraw or revoke any honour, style or dignity.
- Withdrawal may occur where the recipient:
- has brought the honour into disrepute;
- has acted contrary to the dignity of the State; or
- is otherwise deemed unfit to retain it.
- No hearing or appeal is required unless the Koru provides otherwise.
Part VI- Legal Effect
Section 11- No Legal Right or Capacity
- An honour, style or dignity does not of itself confer:
- legal authority;
- civil capacity;
- entitlement to office; or
- privilege before the law.
- Any legal effect must be expressly provided by statute.
Section 12- Precedence and Ceremony
- Precedence and ceremonial matters shall be determined by the Koru.
- Such determinations have effect only for ceremonial and symbolic purposes unless otherwise provided.
Part VII- Registers and Records
Section 13- Records
- The State may maintain registers of honours, styles and dignities.
- The form, content and publication of such registers shall be as determined by regulation or instrument.
Part VIII- Miscellaneous and Final Provisions
Section 14- Regulations
- Regulations may be made for the purposes of this Statute.
- Regulations may prescribe procedures, insignia, forms of address and administrative matters.
Section 15- Relationship to Other Law
- This Statute shall be interpreted consistently with the Sovereignty and Koru Charter.
- This Statute may be amended, suspended or repealed in accordance with the Council of Advisors Charter.
