Constitutional Order Establishing Constitutional Charters

ISSUED by the Koru of the Hokorian State under the Constitution of the Hokorian State.

Section 1- Short Title

  1. This Order may be cited as the Constitutional Order (Establishment of Constitutional Charters), 2026.

Section 2- Establishment of Constitutional Charters

  1. The following Constitutional Charters are hereby established:
  2. the Sovereignty and Koru Charter;
  3. the Council of Advisors Charter;
  4. the Civil Status and Protections Charter;
  5. the Fundamental Rights Charter;
  6. the Justice and Courts Charter; and
  7. the Regency Charter.
  8. Each Charter established under subsection (1):
  9. has constitutional force;
  10. has effect only for so long as it remains established by Constitutional Order; and
  11. shall be interpreted subject to the Constitution of the Hokorian State.

Section 3- Scope and Relationship of Charters

  1. The Sovereignty and Koru Charter shall have primacy among the Charters.
  2. The Council of Advisors Charter shall be the sole source of ordinary law.
  3. The other Charters shall operate within their respective subject matter.
  4. Where inconsistency arises between Charters, the Charter higher in constitutional hierarchy shall prevail.

Section 4- Effect on Ordinary Law

  1. No statute or regulation shall have effect unless recognised under the Council of Advisors Charter or expressly authorised by Constitutional Order.
  2. Statutes recognised under the Council of Advisors Charter shall be known as Statutes of the Council of Advisors.

Section 5- Continuity and Validation

  1. Any act, decision or instrument made in good faith in reliance on a Charter established by this Order is valid.
  2. The establishment of the Charters by this Order does not of itself invalidate any law, instrument or action, except to the extent of inconsistency.

Section 6- Power to Amend or Repeal

  1. Any Charter established by this Order may be amended, suspended or repealed by a subsequent Constitutional Order of the Koru.
  2. No Charter has effect independently of such Orders.

Section 7- Commencement

  1. This Order shall come into force immediately upon issuance.
